You will attack with dual weapons together exactly as fast as you would using a single weapon by itself, until later in the game when you get the perks that increase the attack speed to 1.35 times the attack speed of a single weapon. Personally, I hate the super slow swing speed of 2-handed, so if I go for melee, it's either shield + board or dual wield. But dual wielding works better with light armor, so if you're married to heavy armor, go for 2-handed. I'd just suggest you get longhammer first thing in your playthrough.
